Vulnerable Groups in Handling Covid-19

Vulnerable GROUPS such as women (especially the poor), children, seniors, and the disabled should be of concern to the Task Force on Accelerating the Handling of Covid-19.

Because, the group is often forgotten in handling covid-19. Social restriction policies with activities from home have the potential to increase family stress that triggers domestic violence. The United Nations has warned of the dangers of increasing domestic violence to women as the spread of covid-19 continues.

The handling of covid-19 is regulated in Presidential Decree No. 7/2020 on the Task Force on Accelerating the Handling of Covid-19, and BNPB Decision No. 13/A/2020 Extension of the Status of Certain Emergency Disasters due to Coronavirus Outbreak in Indonesia, and others.
The policy does not negate previous rules, such as BNPB Head Regulation No. 13/2014 on Gender Mainstreaming in the Field of Disaster Management.

The message, the stages of disaster management - including covid-19 - integrate aspects of gender justice. Chapter I, Article 1 paragraph 1, states, 'Gender mainstreaming is a strategy built to integrate gender into an integrated dimension of planning, drafting, implementing, monitoring, and controlling national development policies and programs'.

The speed of spread of the covid-19 virus makes gender mainstreaming often forgotten. In fact, Chapter V, Section One, Article 17 emphasizes that 'Gender responsive emergency response is implemented by a) involving women and men actively in preparing emergency response plans. Then, b) ensure a balanced representation between men and women in the rapid review team. Furthermore, c) prioritize vulnerable groups to avoid gender-based violence.".

At the national level, the Chairman of BNPB as the main person in charge of the Covid-19 Handling Task Force. In the region, in accordance with Law No. 23/2014 on Local Government and PP 2/2018, local governments together with local device organizations conduct prevention.
and countermeasures.

The village/village government, RT/RW, and health cadres, community organizations, and volunteers play a role under it.  Gender mainstreaming goes in the task force structure up to the bottom level.

In response to the policy, the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration drafted the Village Volunteer Protocol.
Fight Covid-19. The protocol aims to streamline the handling of covid-19 and involve the community in accordance with the Letter of the Minister of Villages No. 8/2020 on covid-19 response villages.

Among the volunteer activities are the establishment of work structures, educating the community about covid-19, registering vulnerable people sick, preparing covid-19 isolation rooms in the village, and so on. Village volunteer protocol must integrate Perka BNPB No. 13/2014
on Gender Mainstreaming in the Field of Disaster Management. As stated by Article 4 on indicators of gender mainstreaming in the field of disaster management, it is recommended to integrate four aspects, namely access, participation, resource control and decision making, and the benefits of policies and programs according to conditions.

Other aspects ensure women are included in the covid-19 task force, especially at the village level because the village is the focus of covid-19 handling programs, such as social protection programs, for example, using village teams. In fact, village funds are allowed for the handling of covid-19.

In accordance with the village law and derivative rules, there are two steps to its use. First, for villages that budget in the apb-village field of disaster management, disaster management handling on the orders of the village head to spend money with SPP panjar proposed kasi / kaur.

Female roles

So important is the role of the village government, BPD, and village-level community groups. Therefore, the implementation of gender mainstreaming is important to create inclusive covid-19 handling from below. A real example of mainstreaming the handling of covid-19 is what grassroots women's groups do in the village.

The group studied in a 'girls' school' forum facilitated by the Institute of Women's Ships (Alternative Education Circle for Women) with partners in 85 villages in 6 provinces. With the model of women's empowerment for gender equality, the women's group is active in volunteering villages against Covid-19.

Accompanied by the Partner Resource Development Institute, March 27, 2020, mentong betok village girls' school and Bayan village, North Lombok, NTB, together with the village government, babinsa, distributed hand washing buckets for the prevention of covid-19, and initiated disinfectant spraying in all hamlets. Girls' schools are also encouraging the village government to use village funds to combat covid-19.

Women's schools in Mata Air Village, and Noelbaki, Tarus, Kupang Regency, NTT, facilitated by Pondok Gerakan as a partner of Kapal Perempuan, entered the village-level covid-19 volunteer task force. The task force sprayed disinfectants in 1,174 homes, mosques, churches, offices, and schools, and listed BLT recipients, as well as vitamin C for seniors and disabilities.

The task force got a budget of Rp175 million for Noelbaki and Rp169 million for The Spring from village funds. Village efforts in NTB and NTT are examples of implementing gender mainstreaming at the lower levels. The benefits of all groups are accommodated in handling covid-19.
